The role of the
nongovernmental organizations in the company of information
It is commonly allowed,
that the multiplication of the nongovernmental organisations is a product
of the industrial company, since it acted, at the beginning of XXème
century, to face the resulting social disturbances and to meet the new
needs for solidarity, mutual aid and reciprocity. A second wave of
associations emerged in a stage later, to consolidate the humans right in
their political, economic aspects and socioculturels.
But, after the fall of the
Soviet block and the appearance of the concept of economic
universalization, the role of associations becomes increasingly
determining for progress, owing to the fact that the evolution will be
made in adequacy with the mechanisms of the company of information and
that the motorways of the communications will support the circulation of
the international exchanges in particular, in immaterial goods without
consideration of borders or trade barriers.

Thus, the concept of
universalization can sufficiently be perceived clearly only if it is
located, within the framework of a global vision, fascinating of account
the whole of the changes which we know, since the beginning of this decade.
For better seizing the
degree of connection of these various aspects with the policy guidelines
of our country, we will try to analyze the whole of the subject through
the following points: - the mission of associative fabric in the processes
of universalization; - levels of the associative action in the company of
tomorrow; - conditions of development of the action associative
a - Mission of associative fabric in the process of universalization
The program of American development N.I.T. (the national
infrastructure for information) adopted by President Clinton, dice his
election in 1992, planned for the construction of the company of
information (information super highway), a redistribution of the roles
between the various two sides of industry; within this framework, a major
role is allotted to the organisations of the civil company, to compensate
the action of the State and the public sector, in the development of many
tele-services in social, educational or cultural matter (medicine,
education, training, etc… transport).
In all the countries, one estimates that the public
revenue must drop, in a first stage, following the various suppressions of
customs rights and taxes on consumption. The private sector must deal with
larger part in the national investments and the ONG must assume a more
consistent mission in the social action.
It is not by chance that the number of the ONG in the
United States doubled in 10 years, to reach in 1997 the figure record of a
million 500 thousand associations, and according to certain statistics,
the contribution of the American nongovernmental organisations would have
exceeded in 1996 the 10% of the GDP.
In general, the role of the ONG will consist more and more
with: - To consolidate the evolution of the sectors conceded by the public
authorities with the private sector; - To prepare the citizen with the
disturbances which the emergence of the company of information involves; -
To promote the mechanisms of arbitration and conciliation for the new
types of litigation's generated by this new company; - To take care of the
respect of the payments and ethics defined for the installation of the new
tele-services; - To protect the right of the consumers and the
intellectual property from the producers; - To face the shelves of the
transborder surges of the immaterial goods.

b - levels of the associative action
Up to now the activity of associations passes,
imperatively, by the public meetings; it is located within a geographical
framework defined well and requires much time. With the development of the
electronic networks (enamel) and systems of videoconference, the
administration of associations will take a new dimension, it will occur
from paper or the traditional correspondence and will exert a radiation,
unlimited in time or space; without moving the members could communicate
and take part in all the decisions.
The reorganisation of the associative sector recommended
of all edges ineluctably involves a new role for the nongovernmental
organisations:
- at the local level: It is in particular about an
action of assistance to municipal management, with the environmental
protection, the setting with level,… - at the central level: the action
must relate primarily to the realisation of new tele-services
socioculturels, the organisation of the associative sector, its sectoral
regrouping, the connection of the citizens to the networks Internet and
Intranet for their formation and of their adhesion to the mechanisms of
the company of information.
- at the regional and international level: the ONG
would be brought to replace of the intergovernmental organisations and to
supplement their action. However, they must avoid succumbing to temptation
to attack national sovereignty, from where the need for a national policy
for the construction of the sector of the civil company on the basis of
coherence, the effectiveness and protection.

c - conditions of development of associations in a country emergent
In Tunisia, the emergence of the company of information
will be concretised, more and more during ten next years and will result
in the intensive development of the electronic trade, the fast movement of
the capital and the publication of new Tele-services. An action any
azimuth is necessary to the training of young people for new technologies
of the communication and the general levelling of the various social
components for the requirements of the company of information. As
underlined President Ben Ali in his speech of April 23, 1996 " the
integral levelling which we chose as average to carry out the progress …
order with associations to work in order to widen the awakening
screw-A-screw these challenges … so that the associative action is at
the same time a support and a complement with the action of the State.
Indeed, the State assumes the mission of the development in its broadest
dimensions; on their side, associations, according to their fields of
specialisation and their activities, organise the sectors of interest of
their members, by enracinant in the latter the love of the good deed and
the abnegation… ". Indeed, the action falls at the same time on the
State, the public sector, the private sector, the parties which frame the
political life and with the sector of the civil company, which has the
essential role the voluntariate and the action of good faisance. Any
annoying shelf or use of the fabric association apart from this precise
framework on a scale international, regional, or national, would move away
association from its natural vocation and would bring it closer to a
statute which is not it his.
